INVITATION TO PRE-QUALIFICATION OF EPC CONTRACTORS

Project Background:

As part of the Southern Gas Corridor, the Trans Anatolian Natural Gas Transmission Company (TANAP) transports Azeri gas from the Shah Deniz gas field and other fields of Azerbaijan and possibly from other neighbouring countries to Turkey and to Europe at the Greece/Turkey border through the Trans-Adriatic Pipeline (TAP). In addition to TANAP, the Southern Gas Corridor comprises the South Caucasus Pipeline (SCP) extending from the Caspian Sea to the Georgia/Turkey border and the Trans-Adriatic Pipeline extending from the Greece/Turkey border to Italy.

As per the Protocol signed with Ministry of Energy and Natural Resources and Ministry of Natural Resources with TANAP under the scope of Social & Environmental Investment Programme (SEIP), TANAP is planning to build a “Natural Resources Vocational and Technical Anatolian High School with 16 Classrooms, Laboratory, Mine Workshop & Indoor Gymnasium and 100 Students Capacity Dormitory Building, Utilities and other infrastructure facilities including all equipment” (Project) at Sivas as per T.R. Ministry of National Education, 16 Classroom Special Education Application Centre, Technical Specifications. (T.C. MEB, 16 Derslikli Özel Eğitim Uygulama Merkezi Teknik Şartnameleri)

Objectives:

The objective of the Project is to fully engineer, procure and construct the Natural Resources Vocational and Technical Anatolian High School and its Facilities at Sivas/Turkey through identifying potential companies having required experience in the field of engineering, procurement and construction of similar school buildings.

TANAP invites interested entities (either individually or in the form of Joint Venture or Consortium) for the Pre-qualification for the Project.

The pre-qualified companies will be further approached for invitation to bid.

Key Parameters:

The prerequisites for Prequalification are that the applicants:-

• Shall be actively in business at least (5) Years
• shall have proven past experience in the last ten (10) years in engineering, procurement and construction of Technical High School projects for Ministry of Education with minimum 16 Classrooms and related auxiliary structures such as, workshop, laboratory etc., including all architectural, civil, mechanical and electrical items as well as provision of ALL Relevant Materials and Equipment’s under one contract, either individually or as a leader of a joint venture,
• shall not be subject to any sanction from IFC/EIB/EBRD or EU/US/UN or Republics of Turkey and Azerbaijan,
• shall have management systems either registered to ISO 9001, ISO 14001 and OHSAS 18001 or similar,

These and other criteria are further defined in the Pre-qualification Package.

The applicants will further be asked to provide evidence of appropriate engineering, procurement and construction experience and capabilities, quality control procedures, HSE plans and procedures, human and equipment resources and financial stability. 

The Pre-qualification Package will be distributed to all interested Applicants at no cost on 12th of August 2021 through e-mail or via access to Open Text download.  Receipt of Applications is scheduled for 2nd of September 2021.  It is expected that the invitations to bid will be made in Q4- 2021.

Entities interested in being pre-qualified are requested to submit a scanned copy of Expression of Interest Letter to the e-mail address school@tanap.com  latest by 17:00 o’clock (local Ankara time) on 9th of August, 2021 and then send the original of the same letter to the address indicated below. Late applications will be rejected.
